That was almost as much as the $12 billion of year-end capital the government gave Capital One credit for under its much-hyped stress tests. 			<description><![CDATA[It has been a bullish sign for the REIT's in the past 2-3 months to borrow to pay dividends, pay dividends in stock, dilute the stock with secondary offerings....at least that is what the stock prices have been telling us (and the bullish ML/BAC analysts) Kidding of course :-)]]></description>
