The just released transcript of the hearing reads as follows (this was forwarded by a reader on the hill)...

Senator Dodd : Good Morning, As we know we are facing a complete meltdown of our financial system. I am chairman of the Banking committee and I demand this be solved now... And please, no mention of my ties to Countrywide/Fannie/Freddie.

Paulson : We are facing a financial calamity of epic proportions. We have no time to think. We have to act NOW!. I have taken the timeout from from My Sunday morning talkshow appearances and put out a carefully drafted three page document. Bottom line is I need 700B dollars. Why dont you guys give me that and enjoy your vacation next week on.

Senator Dodd : Mr Bernanke

Ben Bernanke(In a deadpan professorial tone) : As you know, I am not from wall street. I was a distinguished professor for most of my life and I have reached deep down to the bowels of my financial knowhow to pick out some gems to help tide the country over th financial crisis, but have met with limited success. I assure you that I will be revisiting the library and will hit all the economic tomes really hard and come up with new solutions...

The downturn in the housing market has been a key factor underlying both the strained condition of financial markets.... blah blah

(continuously spewing sentences with a minimum of hundred words ... and everyone in the room is already restless) A deep cough by Paulson indicates him to stop..)

Bernanke : (pointing to Paulson)  .....Just do as he says..

Senator Dodd : Mr Cox

Christopher Cox : I've got three words for you.. Short Sellers, Short Sellers, Short Sellers.

Ben Bernanke(In a smug professorial tone) : I counted and that is six words.

Senator Shelby : How do you know this plan will work? You asked for a bazooka which you said you wouldn't use but you used as soon as you got it.

Paulson : I am sorry, I should have asked for a ICBM with a nuclear tip. Can't go wrong with that. And I deeply sympathize with the american taxpayer.

Senator X: Do you mind if we introduce some limits on executive compensation into the bill?

Paulson : And get banned from all the CEO cocktail parties? Absolutely Not! I've taken a solemn oath to protect all my wall street buddies come what may, when I took up this job. Did I tell you that I am deeply sympathetic to the American taxpayer?

Senator Y : We are going to give you the 700 B dollars. But can we give it to you in installments? Kinda makes us look good to the public, After all we have an election coming up.

Senator Dodd : Please speak into the mike.

Paulson (Visibly irritated) : Let me tell you something, I played football at Dartmouth. In football you dont do half ass hits. You have to knockout your opponent... WHAM!  Did you read my slambang three page document that I sent you?

Senator : Well, I am used to documents that are about 300 pages long at a minimum and I usually start reading at about page 45. Your document had only three, Hence I did not read it.

Senator Dodd : Please speak into the mike.

Senator Z : What are you going to buy with the 700 B dollars and I really have trouble understanding how this is all going to work.

Paulson : (Angrily, in a raised voice) What dont you guys understand??.. we are going to buy assets that nobody really understands, that nobody really wants anything to do with, at some arbitrarily determined price(by us) and hold them for an unspecified period of time and then sell them, if at all we can, for much less than we bought them for, thus protecting the taxpayer. And did I tell you how much I hate doing this to the taxpayer?

Bernanke : As a professor, I was teaching this class one time and some of the jocks in my class wanted a good grade and I did not give them that. I have to tell you the consequences were disastrous. Complete meltdown I say, Hence I strongly recommend you give Hank whatever he wants. Or else, the consequences..... (trailing off as Paulson takes over)

Paulson : I must reiterate... Grave consequences, Complete meltdown, all 700 B NOW!

Senator Dodd : Ok, thats all the time we have. Lobster and caviar for lunch in the Lincoln Meeting room!

Note from a reader:

Read Section 6 of Herr Paulson's bailout proposal carefully.  It's not a $700B cap; that's just the amount that can be on the balance sheet at one time.  So, buy $700B worth of junk, sell it, buy some more, sell it, ...  see a pattern?  This could be DISASTROUS!
