Mortgage underwriters Freddie Mac and Fannie Mae and 17 brokerages resume trading today freed from the Securities and Exchange Commission's restriction aimed at preventing stock manipulation. The group's shares rose by an average of 17 percent since the SEC's action on July 15.

Analysts including Oppenheimer & Co.'s Meredith Whitney and Deutsche Bank AG's Mike Mayo this week cut profit estimates and forecast further writedowns on mortgage-related bonds. Bets in the options market against gains in the Standard & Poor's 500 Financials Index are within 2.3 percent of a record, Bloomberg data show.

``You are going to see stresses continue for financial institutions,'' said Stephen Wood, who helps manage $213 billion at Russell Investments in New York. ``You're beginning to see that macro-economic slowdown ripple through.''

Freddie Mac, the second-largest U.S. mortgage finance company, will stop buying subprime loans issued in New York state as a new law takes effect that holds investors accountable for mortgage fraud.

Freddie won't buy loans dated on or after Sept. 1 that meet the state's subprime definition, the McLean, Virginia-based company said today in a lender bulletin on its Web site. New York Governor David Paterson last week signed new foreclosure and lending laws that tighten legal protections for borrowers.

The legislation holds mortgage buyers like Freddie liable in ways that ``we have no way of monitoring and preventing,'' company spokesman Brad German said in a telephone interview.

Government-chartered Freddie and Fannie Mae, which together own or guarantee 42 percent of the $12 trillion U.S. home loan market, are both slowing their mortgage purchases after last week posting bigger-than-expected losses for the second quarter.

Japan's economy, the world's second biggest, contracted last quarter as exports fell and consumers spent less, bringing the country to the brink of its first recession in six years.

Gross domestic product shrank an annualized 2.4 percent in the three months ended June 30 after expanding 3.2 percent in the first quarter, the Cabinet Office said today in Tokyo. The Nikkei 225 Stock Average fell 2.1 percent, the most since Aug. 1.

Exports dropped for the first time in three years, robbing Japan of the engine that drove its longest postwar expansion, while record fuel and food prices deterred spending at home. Toyota Motor Corp. last week reported its worst earnings decline in five years as U.S. sales slumped, and Japan Airlines Corp. said it will cut wages to counter rising costs.
