City sees rise in stalled construction sites since the summer, especially in Brooklyn
The number of stalled construction projects continues to mount, as the most recent set of Buildings Department statistics shows an upsurge of 42 percent in Brooklyn sites and 40 percent in Manhattan sites since the summer. Brooklyn is home to 245 stalled developments, which comprise almost half of the Department’s 527-building list. Of those, 80 are in Greenpoint and Williamsburg, and 18 are in Borough Park. Manhattan has 80 projects that sit unfinished. Staten Island has 33, more than double the number recorded this summer, and Queens now has 144, a 6 percent rise. Stalled construction sites are bad news for residents as well as the housing industry: they’re often fraught with code violations, safety issues, and sometimes, partying teens. A City Council bill last month provided developers with incentives to keep their stalled sites safe while waiting for the funds necessary to continue with their projects.  [NYDN]

The Manhattan multifamily and commercial sales markets showed signs of improvement in the third quarter of 2009, while the office leasing market continued to be plagued by an increasing inventory of inexpensive sublease space and a shrinking workforce, according to a report released by Eastern Consolidated this week. Sales of multifamily residential buildings in Manhattan increased, to 101 transactions totaling $392 million in the third quarter, from 66 valued at $254 million in the quarter earlier, the report said. The average transaction was valued at $271 per square foot, up from $260 per square foot in the second quarter. For commercial buildings, property sales volume was up to $1.08 billion from $510 million in the quarter earlier, though that number was largely driven by the sale of 825 Eighth Avenue for $605 million and 70 Pine Street/72 Wall Street for $150 million, two large transactions.  TRD

Worldwide Plaza has seen no shortage of interested tenants, said real estate investor Peter Duncan, president of George Comfort & Sons, which purchased the 49-story building from Harry Macklowe in July. Comfort now has 1.5 million feet in “active negotiations” for potential leases on the 700,000 square feet vacated by advertising firm Ogilvy & Mather this summer, Duncan said, adding that Third Avenue tenants have shown the most interest. The 14 empty floors make up the second largest empty space in the city. Comfort paid $590 million for the property at 825 Eighth Avenue, roughly a third of what Macklowe paid for it in February 2007. Asking rents are between $52 and $59 per foot. Last month, Colliers predicted that if Comfort proves successful in leasing Worldwide Plaza, that could encourage other investors to start buying New York's distressed office buildings, too.  [Post]
